Yes they should annex it. The united states can easily take over their government, and The U.S could use all that fertile farmland and the mineral resources.
They should annex this territory but they should not try to control the people. These people already have their government set up so they should let them continue the way they are now, but get more land for the US and for the other people.

By matirial resources the anxxation of this territory is a good idea but with the cultural differences the original population of this area may cause problems in the future.
